ADOPTION OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO THE ANIMAL CONTROL AGREEMENT BETWEEN THE COUNTY OF SAN MATEO AND TOWN FOR A THREE-YEAR TERM BEGINNING JULY 1, 2026 Report: STEVE MCCULLEY, CHIEF OF POLICE Recommendation : Staff recommends that the City Council adopt the attached Resolution authorizing the City Manager to execute an agreement with the County of San Mateo (the County) to amend the Animal Control agreement between the County and the Town for a term of three years beginning July 1, 2026. Description: This item concerns adoption of a Resolution by City Council to amend an agreement between the Town of Atherton and San Mateo County Animal Control.

CONSIDERATION AND ADOPTION OF A RESOLUTION AUTHORIZING REMOTE PARTICIPATION FOR SUBSIDIARY BODIES PURSUANT TO SENATE BILL 707 Report: GEORGE RODERICKS, CITY MANAGER Recommendation : It is recommended that the Council receive the staff report, consider, and possibly adopt the attached resolution authorizing remote participation for "eligible subsidiary bodies" of the Town, as that term is defined in the Brown Act – specifically, the Environmental Programs Committee, the Transportation, Bicycle and Pedestrian Committee, and the Park and Recreation Committee consistent with the requirements of Senate Bill 707. Description: This item concerns the consideration of a Resolution that would extend the open meeting requirements from SB 707 to the Environmental Programs Committee, the Transportation, Bicycle and Pedestrian Committee, and the Park and Recreation Committee.

REVIEW OF PROPOSED REQUEST FOR AN ADDITIONAL SCHOOL RESOURCE OFFICER AND SPECIALTY PAY FOR THE THERAPY CANINE HANDLER Report: STEVEN D. MCCULLEY, CHIEF OF POLICE Recommendation : Staff recommends the Council approve the Police Department's request for an additional School Resource Officer (SRO) position. Staff also recommend that the Council approve the Police Department's request to establish 2.5% specialty assignment pay for the current therapy canine handler (not to be retroactive). Description: This item concerns a proposal by the Atherton Police Department for an additional School Resource Officer (SRO) position at Menlo Atherton High School and establish an additional pay increase associated with being the handler for the Department’s therapy dog.
