Approve an ordinance authorizing the issuance and sale of tax-exempt City of Austin, Texas, Water and Wastewater System Revenue Refunding and Improvement Bonds, Series 2026, in a par amount not to exceed $575,000,000 to refinance up to $450,000,000 of short-term commercial paper into long term bonds, refinance up to $75,000,000 of outstanding Austin Water revenue bonds, and fund up to $50,000,000 of additional capital improvements related to the Walnut Creek Wastewater Treatment Plant, in accordance with the parameters set out in the ordinance, authorizing related documents, approving the payments of the costs of issuance, and providing that the issuance and sale be accomplished by September 12, 2026. Funding: Fiscal Year 2025-2026 debt service requirements and estimated annual administration fees for the paying agent/registrar for the proposed bond sale are included in the Fiscal Year 2025-2026 Approved Budget of the Combined Utility Bond Redemption Fund.

Authorize negotiation and execution of an amendment to the lease agreement with North Star Consultants, Inc. for 5,792 square feet of office space in the City’s Two Barton Skyway Building located at 1601 South MoPac Expressway, Suite 475, Austin, Texas 78746, that will establish an earlier lease expiration date of October 31, 2026, and waive rent and other charges under the lease in an amount not to exceed $184,778, and authorize staff to administratively extend the lease on a month-to-month basis for up to six months at a rental rate of no less than $17,110.53 per month. Funding: This item is projected to reduce revenue by $161,388 in the Fiscal Year 2025-2026 and $23,390 in the Fiscal Year 2026-2027 Operating Budget of Austin Facilities Management.

Authorize negotiation and execution of an amendment to the agreement with Meals on Wheels & More, Inc. d/b/a Meals on Wheels Central Texas to administer the Home Delivered Meals Program to provide home-delivered meals for seniors, to add one-time funding in an amount not to exceed $100,000 to the 12-month period ending September 30, 2026, and each remaining extension option, for a revised total agreement amount not to exceed $824,570.
