Review, Discussion, and Potential Action to Amend Policies Within the Council Policy Manual Chapter 7 - Planning and Management

Sunnyvale, CA November 18, 2025 - November 18, 2025

Summary

This agenda item proposes significant amendments to Chapter 7 of the City Council Policy Manual, focusing on streamlining and updating policies related to Council operations, recognition, and financial management. A major aspect is the consolidation of eight existing policies (7.4.2, 7.4.3, 7.4.5, 7.4.6, 7.4.7, 7.4.8, 7.4.9, 7.4.11) into Policy 7.4.1 "Provision of Staff/Administrative Support to Councilmembers," and merging Policy 7.4.13 into 7.4.12, and 7.4.10 into 7.3.13, to eliminate duplication and align with current practices.

Key changes include:

  • Financial Authority: The City Manager's authority to accept grants, donations, contributions, and sponsorships without Council approval will increase from $25,000 to $100,000. Councilmember technology allowances ($1,720 per term and $79/month reimbursement) are replaced with City-issued devices, and travel advances for Councilmembers are eliminated in favor of direct City payment or reimbursement.
  • Council Meetings & Communication: New rules require Councilmembers to follow public protocols for submitting documents/presentations at meetings, prohibiting their use during questions or advocacy. The latest time for introducing new Council business is extended from 1:00 a.m. to 1:30 a.m.
  • Recognition & Appointments: Policy 7.3.20 (Recognition) is updated, and the policy for recognizing dignitaries and providing official souvenirs is moved to Policy 7.3.21. A Council Subcommittee on Boards and Commissions is formally established as a standing ad hoc advisory subcommittee of three members and explicitly made subject to Brown Act noticing requirements, while removing it as a direct inquiry point for individual board/commission members.

Citizen Impact

Residents will experience minor procedural changes in how Council business is conducted and how Councilmembers are supported. The increased financial authority for the City Manager could lead to faster acceptance of smaller grants and donations, potentially benefiting City programs. Changes to Council meeting protocols aim to standardize interactions, and the formalization of the Boards and Commissions subcommittee ensures greater transparency through Brown Act compliance for that specific body.
