Town Board to authorize Town Assessor, Louis Necroto, to attend an online class, Ethics for the Assessor, via Zoom on February 23, 2026 at a cost of $120.

School Age Department is requesting approval to have Group Leader III, Samantha Ciorciari attend OCFS Health & Safety training at the cost of $400.00. This is a federal requirement to have this training completed.

The School Age Department is requesting approval to have SACC Director, Colmore Elien attend OCFS Director’s annual training on March 21, 2026. Training cost is $85.00. Training will take place at Hofstra University from 8am to 4pm.

The Town Board after due study and deliberation of the subject record to issue a SEQRA Negative Declaration determination of non-significance (an EIS is not necessary) in the following matters for reasons stated in a memorandum on the dates indicated:

In the matter of the Application for Site Plan Approval by Triple J & A Holdings, LLC for Mason Technologies (25-15), S/s/o Oser Avenue, 2,254.5 feet W/o Adams Avenue, Hauppauge, for the reasons as stated in a memorandum from David A. The Town Board to award the following Request For Proposal(s) per opening date indicated:

RFP #26-003 for Parking Violation Software and Related Services to Fundamental Business Service, Inc. as per proposals received on January 22, 2026 and to further authorize the Supervisor to sign an agreement on a form approved by the Town Attorney.

The Town Board to approve the following:

Rescind Resolution 2025-1243 (Item ID 3550) adopted by the Town Board on December 18, 2025.

Reappointment of Kenneth G. Dolan as a member of the Board of Assessment, term of office October 1, 2025 through September 30, 2030.

Town Board to authorize the Engineering Department and the Department of Environment and Waterways to prepare plans and all requisite permit application materials, and to further authorize the supervisor to sign all such materials as may be required, in order to obtain a N.Y.S.D.E.C. permit to conduct the repair of drainage structures along Gardiner Road in Smithtown.

Town Board to authorize personnel from the New York State Department of Environmental Conservation (NYSDEC) Division of Fish and Wildlife to have access to Town of Smithtown property at Hunts Pond for the purpose of monitoring wildlife; subject to the signing of a Hold Harmless Agreement on a form approved by the Town Attorney.

Town Board to (a) appoint Robert E. Draffin, Esq. as Hearing Officer with respect to a disciplinary hearing pursuant to Civil Service Law Section 75 involving Employee #005130, at a flat rate of $1,500 per diem plus fee for decision; (b) suspend employee #005130 pursuant to Civil Service Law Section 75, without pay for a period of up to thirty (30) days, effective upon service of the disciplinary charges upon the Employee, until the final resolution of the hearing process; and (c) to authorize the Town Supervisor to prefer charges in accordance with Civil Service Law Section 75 against employee #005130.

Town Board to approve the modification of condition #1 of Marine Law Permit #2025-2 issued to the Suffolk County Department of Public Works for maintenance dredging of the Stony Brook Harbor boat channels, so as to extend the date of completion of work performed pursuant to said permit from January 15, 2026 to February 28, 2026 during the 2025-26 dredging season, and to direct the Town Clerk to issue a permit modification to the Suffolk County Department of Public Works.

Local Waterfront Revitalization Plan (LWRP):

The Town Board to issue a written consistency determination pursuant to Chapter 151 of the Town Code, that Coastal Consistency Review #2025-13 (Jake Deleo) is consistent with the LWRP subject to conditions as stated in the February 12, 2026 memorandum from the Planning Director.

The Town Board to issue a written consistency determination pursuant to Chapter 151 of the Town Code, that Coastal Consistency Review #2025-17 (Joseph Scalone) is consistent with the LWRP subject to conditions as stated in the February 13, 2026 memorandum from the Planning Director.

The Town Board to issue a written consistency determination pursuant to Chapter 151 of the Town Code, that Coastal Consistency Review #2025-19A (Amendment #2) Stony Brook Harbor dredging is consistent with the LWRP as stated in the February 17, 2026 memorandum from the Planning Director.

The Town Board to issue a written consistency determination pursuant to Chapter 151 of the Town Code, that Coastal Consistency Review #2025-18A (Amendment #2) Nissequogue River dredging is consistent with the LWRP as stated in the February 17, 2026 memorandum from the Planning Director.

Part time appointment of William Hurski to the position of Guard in the Department of Public Safety, at a rate of pay of $21.30 per hour, not to exceed ½ the normal work week, effective February 23, 2026.

Seasonal appointments/reappointments in the Department of Parks, Buildings and Grounds to various positions, at rates of pay and effective dates, as indicated.

Temporary part time appointment of Daniel Kiernan to the position of Maintenance Mechanic I in the Senior Citizens Department, at a rate of pay of $19.95 per hour, not to exceed 1/2 the normal work week, effective date pending satisfactory results of a pre-employment medical exam, drug screen and background investigation.

Change in status for Margaret Esposito, full time Senior Neighborhood Aide in the Senior Citizens Department, from provisional to permanent status, at the same rate of pay, effective date retroactive to February 6, 2026.

Promotion of Jonathan Giuglianotti to the position of Labor Crew Leader II in the Department of Parks, Buildings & Grounds, at a rate of pay of $53.58 per hour, subject to a 26 week probationary period, effective February 21, 2026.

Promotion of Daniel Landauer to the position of Labor Crew Leader II in the Department of Parks, Buildings & Grounds, at a rate of pay of $51.12 per hour, subject to a 26 week probationary period, effective February 23, 2026.
