26-008ZASummary
This item approves a Minor Design Review Permit for frontage improvements at 1071 Santa Rosa Plaza, located in the Core Mixed Use – Downtown Station Area. The project, proposed by EMI Santa Rosa Limited Partnership (Simon Property Group), will create a new drive lane along B Street with ten (10) new parking spaces, including:
- Four (4) ADA accessible spaces (two van-accessible)
- Six (6) short-term pickup/delivery spaces
These improvements are designed to enhance accessibility, particularly for individuals with disabilities, and support local businesses by providing convenient short-term parking, addressing existing gaps in van-accessible parking and contributing to economic vitality. The project is consistent with General Plan 2050 and the Downtown Station Area Specific Plan, aligning with goals for economic development and accessible parking. Although public comments raised concerns about pedestrian safety, vehicular circulation, and landscaping, staff found no unresolved issues. The project is exempt from CEQA. Key conditions of approval include dedicating 683 square feet of public easement, upgrading B Street infrastructure (sidewalks, curb/gutter, bollards, detectable warning surfaces), relocating utilities underground, and installing a 1500-gallon grease interceptor with a sampling manhole. The approval is effective February 12, 2026.
Citizen Impact
Residents will benefit from improved accessibility to Santa Rosa Plaza with new ADA and van-accessible parking spaces, making shopping and dining easier for people with disabilities. The new short-term parking will also facilitate quicker pickup and delivery services for downtown businesses, potentially boosting local commerce. Pedestrian safety will be enhanced by new bollards along B Street and clearly marked walkways.

PUBLIC MEETING - STARK FENCE REPLACEMENT - CONDITIONAL USE PERMIT - 2233 GROSSE AVE - CUP17-030 BACKGROUND: Minor Conditional Use Permit to legalize a wood fence replacement, ranging in height from 8' to 8'5". CEQA Exempt Project PROJECT PLANNER: Sachnoor Bisla RECOMMENDATION: It is recommended by the Zoning Administrator that the Planning Commission, by resolution, approve a Minor Conditional Use Permit to legalize the Stark Fence Replacement, located at 2233 Grosse Avenue. File No. CUP17-030
26-009ZASummary
This item concerns a Minor Conditional Use Permit (CUP17-030) to legalize a wood fence replacement at 2233 Grosse Avenue. The fence's height ranges from 8 feet to 8 feet 5 inches. The increased height on a small portion is due to a newly installed concrete walkway adjacent to the fence, which required a slight taper for drainage. The project is CEQA exempt as an accessory structure. The Zoning Administrator recommends approval by the Planning Commission.
Citizen Impact
Residents may notice a fence that is slightly taller than typically allowed in some areas. This approval legalizes an existing structure and is unlikely to have a significant negative impact on the neighborhood.

PUBLIC MEETING - RESIDENTIAL FENCE - CONDITIONAL USE PERMIT - 801 7TH ST - CUP25- 004 BACKGROUND: Legalize a 7' fence (6' solid and 1' lattice) located within the exterior side yard setback along the sidewalk on Orchard St. This project is exempt from the California Environmental Quality Act (CEQA). PROJECT PLANNER: Jandon Briscoe RECOMMENDATION: It is recommended by the Planning and Economic Development Department that the Zoning Administrator approve a resolution for a minor Conditional Use Permit to legalize a 7-foot fence along Orchard Street.
26-010ZASummary
The Zoning Administrator is considering a Minor Conditional Use Permit (CUP25-004) to legalize a 7-foot fence (6 feet solid, 1 foot lattice) located in the exterior side yard setback along Orchard Street at 801 7th Street. The fence was constructed to enhance security and privacy due to the property's corner lot location and proximity to the sidewalk, which has led to instances of unauthorized access and potential tampering with electrical equipment. The Planning and Economic Development Department recommends approval, finding the fence compatible with the R-1-6-H-DSA zoning and the General Plan's Low Density residential designation. The project is exempt from CEQA as an accessory structure. The approval is contingent upon obtaining building permits and compliance with all city codes. The permit is valid for 24 months from the approval date of February 12, 2026.
Citizen Impact
This decision allows a property owner to keep a 7-foot fence that encroaches into a side yard setback. While intended for security, it may alter the streetscape along Orchard Street. Residents should be aware that such permits are granted based on specific property conditions and adherence to city codes.
