The City of San Marcos Planning Commission has recommended approval of a Specific Plan Amendment (SPA24-0002) and a Conditional Use Permit (CUP24-0001) for the Davia Village-MARC Specific Plan Area at 1045 Armorlite Drive (APNs: 219-163-62-00, 219-163-63-00, 219-163-64-00).
This action permits the temporary conversion of 15,000 square feet of ground floor commercial/retail space into up to 10 residential apartments within an existing mixed-use building (Building 6). This will increase the total residential units in the development from 416 to 426, while reducing the commercial/retail space to 3,225 square feet.
Rationale: A market analysis indicated that the commercial retail space has been unviable and vacant for seven years due to insufficient foot traffic and inadequate public parking. The conversion aims to activate these vacant storefronts and address the critical housing shortage in San Marcos.
