DISCUSSION CALENDAR
Establishing Pomona Development Accelerator Fund It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 2026-05 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POMONA, CALIFORNIA, ESTABLISHING THE POMONA DEVELOPMENT ACCELERATOR FUND (“PDAF”)
25-1954Summary
The City Council is considering the establishment of the Pomona Development Accelerator Fund (PDAF) through Resolution No. 2026-05. This fund is designed as a multi-tool investment vehicle to stimulate development projects across Pomona, addressing financial feasibility gaps caused by current interest rates and construction costs. The PDAF will provide capital for property acquisition, gap financing, and tenant startup costs.
Key features and requirements of the PDAF include:
- Public Benefits: Investments must deliver tangible public benefits such as increased affordable housing, local hire at prevailing wage, or dedicated community/local business spaces.
- Displacement Avoidance: The fund will not support projects that lead to the permanent displacement or eviction of existing residential or commercial tenants.
- Local Business Focus: Priority will be given to Pomona-based businesses, excluding chain establishments with more than eight locations.
- In-Fill Development: Projects must align with the General Plan and Housing Element, encouraging in-fill development and reducing vehicle miles traveled.
- Funding: Initial funding of $5 million will come from Successor Agency bond proceeds, with a potential additional $5 million from a SCAG grant application. If the grant is awarded, staff will seek further council action to appropriate the bond proceeds.
- Loan Products: The fund can issue various loan products including property acquisition, community land trust support, bridge/gap financing, tenant improvements, FF&E, residual receipts, and forgivable loans.
- Loan Committee: A Loan Committee (City Manager, Director of Finance, Director of Development Services, Deputy Director of Economic and Business Affairs) will review applications, with loans over $250,000 requiring City Council approval.
- Revolving Fund: Repayments will replenish the fund, allowing for ongoing investment in future development projects.
Citizen Impact
This initiative aims to stimulate new housing and commercial development in Pomona by providing financial assistance to projects that might otherwise be unfeasible. It includes provisions to prevent displacement of existing residents and businesses and to prioritize local economic benefits.
