Ratifying the Director of Airports and approving Addenda Nos.1 and 2 to RFP-OCAT-2505, Requests for Proposals for Management Services for Airport Parking and Shuttle Bus Operations; approving the Agreement to ACE Parking Management, Inc., estimated cost, $2,798,315, May 1, 2026 through April 30, 2030; and approving Performance Bond.

Ground Service Facilities Lease and Operations Agreement with AAR Aircraft Services Inc. d/b/a AAR Aircraft Services-Oklahoma, to lease certain space on the first floor of a building for the maintenance, servicing, and storage of its vehicles used in connection with its Fixed Base Operation, 6921 South Meridian Avenue, effective March 1, 2026 through February 29, 2036.

Amendment No. 1 to the Custodial Services Contract with Flagship Airport Services, Inc. for the L1 Location, to incorporate the Federal Inspection Services area into the Contract, adjust compensation, and amend certain mandatory language required by the Federal Aviation Administration, estimated increase of $124,608.96 annually, retroactively effective October 1, 2025 through February 29, 2028.

Amendment No. 2 to the Professional Services Contract for engineering services with H.W. Lochner, Inc., Project No. OCAT WRWA 2405, AAR Apron Rehabilitation, increase of $119,372.73.

Resolution authorizing the Director of Airports to submit a grant application for OKC Will Rogers International Airport to the Oklahoma Department of Aerospace and Aeronautics for the Airport Construction Program for project Taxilane G2; agreeing to the acceptance and compliance with all required understandings and grant assurances for the project; acknowledging this Resolution as its official action and acceptance of the applicable grant if offered by the Oklahoma Department of Aerospace and Aeronautics under such substantially similar terms described herein; designating and authorizing the Official Representatives to administer and execute the applicable grant documents on behalf of the Trust without further action by the Trust; and the Trust authorizes payment of Trust funds for any other project costs not funded by the applicable grant program.

Amendment No. 1 to the Construction Contract with Bell Contracting, Inc., Project No. OCAT PWA 2517, Terminal Apron Pavement Rehabilitation, amending certain language for construction phases, Federal Aviation Administration required provisions, and replacing wage rate table.

Amendment No. 2 to Lease Agreement with Southern Nazarene University, to lease an additional 7.07 acres of adjacent Airport premises for the development, operation, and maintenance of an athletic complex, $473.64, retroactive February 1, 2026 through December 31, 2027.

Memorandum of Lease with JetSet FBO, LLC and Ground Lessor’s Estoppel Certificate and Consent confirming the status of the Lease and Operations Agreement.

Resolution authorizing Change Order No. 1 to Purchase Order No. OCAT_PO000535 with Garver, LLC, for Project No. OCAT PWA 2516, Aircraft T-Hangars, utilizing Project No. OCAT GEN 2416, Multi-Year Professional Services, for additional General Planning, Final Plan services, and Reimbursable Expenses, estimated cost $26,100.
