2026 City Council Referral Prioritization Process Using Re-Weighted Range Voting (RRV)

Summary

This City Council agenda item concerns the process for prioritizing outstanding long-term referrals to city staff for the year 2026. The city will use a system called Re-weighted Range Voting (RRV), which was adopted in 2016. Under RRV, each Councilmember rates referrals on a scale of 0 to 5. The scores are then processed through an algorithm to create a ranked list of priorities. The Council will review the current raw scores, approve the removal of any referrals nominated for removal, and then direct the City Manager to run the ranking algorithm. The final ranked list will be presented for adoption on February 10, 2026. Currently, there are 53 outstanding long-term referrals, with 120 referrals still in progress from previous years.

This process determines the order in which city staff will address resident-requested projects and issues. It ensures that the most important or frequently requested items are worked on first.
