IMA-Firing Range-Carmel

This legislation authorizes an Inter-Municipal Agreement (IMA) between Westchester County and the Town of Carmel for Carmel's public safety employees to utilize the County's Firing Range. The agreement will be for a term of five years, from August 1, 2026, to July 31, 2031.

Key Details:

  • Location: County's Firing Range at the Police Academy in Valhalla, NY.
  • Cost for Carmel: A flat fee of $3,090.00 per eight-hour tour for up to 36 officers.
  • Optional Instructor: Carmel can request a County firearms instructor for an additional fee of $108.18 per hour or $865.44 per eight-hour tour.
  • Ammunition: Carmel employees must bring their own weapons and ammunition.
  • Termination: Either party can terminate the agreement with 30 days' written notice.
  • Credit Provision: Carmel may receive a credit for providing instruction at the Police Academy under a separate agreement.

This program has been ongoing since 2008 and is considered successful, with previous authorizations for Carmel in 2021 and for other municipalities in 2025. The Department of Planning has determined this agreement does not require an environmental review under SEQRA.
