ENV RES-80 Main Street, Ossining

This item authorizes the County of Westchester to acquire approximately 1.424 acres of property at 80 Main Street in Ossining, New York, for the purpose of developing 25 affordable rental housing units. The property will be purchased using funds from the New Homes Land Acquisition III (NHLA) program, with the County contributing up to $6,000,000 for the acquisition and $40,000 for administrative costs. An additional $8,698,200 is anticipated from a conventional bank mortgage. The County will subsequently convey the property to the Interfaith Council for Action, Inc. (Developer) for $1.00. The development will consist of 11 one-bedroom, 11 two-bedroom, and 3 three-bedroom units, with a Declaration of Restrictive Covenants ensuring affordability for at least 50 years for households earning at or below 50% to 60% of the Area Median Income (AMI). The project has been reviewed under the State Environmental Quality Review Act (SEQRA) and a negative declaration has been issued, indicating no significant adverse environmental impact.
