This proposal outlines the establishment of a seasonal beer garden at Liberty Heights Park, operated by Third Space Brewing. The goal is to create a community gathering space, referred to as a "third space," that is family-friendly and enhances park utilization.

Key Details:

• Location: Liberty Heights Park, utilizing the pavilion for service (either outdoor with a service table and beer trailer, or indoor using the kitchenette and an indoor kegerator).
• Operation: A "pop-up" model where Third Space leaves its beer trailer onsite for the season, requiring power access and storage.
• Programming: Planned activities include food trucks on most Fridays and Saturdays, and live music on most Fridays and Saturdays from 6-8 pm.
• Products: Will offer Third Space tap beer, canned wine, canned cocktails, hard seltzer, non-alcoholic beverages, pre-packaged snacks, and brewery merchandise.
• Season: Proposed for Summer 2026, running from June 5 to August 29, operating Fridays from 4-9 pm and Saturdays from 3-9 pm.
• City Role: The city would be responsible for promotional assistance, nightly garbage pick-up, and providing access to and cleaning of park bathrooms. The City Council's approval is needed for a Full Service Retail Outlet Permit for the state Department of Revenue, along with facilitating other necessary city permits.
• Community Investment: Third Space proposes donating a portion of revenue to the City of West Allis, the Liberty Heights Neighborhood Association, or local West Allis non-profits for park development.
• Future Growth: A minimum 3-year commitment is sought to allow for investment in infrastructure and marketing, with potential to expand operating days and months over time, similar to their successful Elm Grove Beer Garden operation.
