Action on Agreement with BKF Engineers for Design Professional Services for the Central Santa Clara Bicycle, Pedestrian, and Green Stormwater Improvement Project

Santa Clara, CA December 16, 2025 - December 16, 2025

Summary

The City of Santa Clara is entering into an agreement with BKF Engineers for design professional services for the Central Santa Clara Bicycle, Pedestrian, and Green Stormwater Improvement Project. This agreement, with a maximum compensation of $1,403,000, covers the design phase of a dual-objective project.

Key Project Objectives:

  • Green Stormwater Infrastructure (GSI): Design and installation of bioretention facilities, primarily in the Lincoln Street area, to treat approximately 3.5 acres of stormwater runoff, contributing to the city's 5-acre target by June 30, 2027.
  • Bicycle & Pedestrian Improvements: Design for new Class II bike lanes, Class III bike boulevards, curb ramps, bulb-outs, new traffic signals, Rectangular Rapid Flashing Beacons (RRFBs), and streetlighting across several central Santa Clara streets, including Cabrillo Avenue, Lafayette Street, Monroe Street, Royal Drive, Scott Boulevard, Warburton Avenue, and Lincoln Street. This component is supported by a $9,029,000 One Bay Area Grant 3 (OBAG 3).

The design phase is anticipated to take approximately 1.5 years, followed by 52 weeks for construction, with the overall agreement term extending until December 31, 2030. The scope includes environmental review, traffic studies, pavement rehabilitation, utility coordination, and public educational signage for GSI facilities.

Citizen Impact

Residents will benefit from improved safety and accessibility for walking and biking through new infrastructure like bike lanes, updated crosswalks, and traffic signals. The project also enhances the local environment by implementing green stormwater infrastructure, which helps manage runoff and improve water quality.
