Summary

This item authorizes the Housing Director to negotiate and execute seven grant agreements totaling $14,233,291 with nonprofit service providers HomeFirst Services of Santa Clara County, LifeMoves, and PATH. These agreements will ensure the continuity of site operations for seven Emergency Interim Housing (EIH) program sites (Felipe, Mabury, Monterey/Bernal, Rue Ferrari, Via del Oro, Guadalupe, and Evans Lane) from January 1, 2026, through June 30, 2026.

The City Council also approved accepting a $3,000,000 contribution from HCA Healthcare/Good Samaritan. Of this, $2,000,000 will fund operations for the Cherry EIH site in Fiscal Year 2025-2026, replacing previously allocated Measure E funds, and $1,000,000 will support future affordable housing development. This reallocation frees up Measure E funds to support the Rue Ferrari EIH site.

  • Operational Efficiency: Prioritize centralizing food, site security, and property/asset management services to achieve cost savings by Q3 FY 2025-2026.
  • Transparency & Metrics: Develop a real-time public dashboard by June 2026 to report comprehensive performance metrics for each EIH site, including total people housed, exits (successful, other, without notification), deaths, demographic information, average/median length of stay, 18-month re-housing rates, and state-mandated complaint data with resolutions.
  • Community Engagement: Engage individuals with lived experience to inform program design and strategies.
  • Neighborhood Support: Develop a sustainable framework to address community concerns like public nuisance and illegal activity in neighborhoods hosting EIH sites, to be presented in the March Budget Message.
