The Board of Supervisors is being asked to retroactively authorize the Office of the Treasurer and Tax Collector to accept and expend a grant of $3,000,000 from JPMorgan Chase Bank, N.A. This grant will fund the StopScamsSF Program from December 15, 2025, through December 14, 2028.

Program Details:

  • Goal: To prevent financial fraud and scams targeting vulnerable residents in San Francisco.
  • Activities: Includes multilingual outreach campaigns (reaching at least 20,000 residents annually), issuing verified scam alerts, developing a Citywide Payment Verification Directory, integrating scam-screening into City-funded financial counseling, and establishing scam-proofing standards across departments.
