This resolution modifies the City of Salem's System Development Charge (SDC) eligible project lists for Stormwater, Water, and Wastewater systems. The changes, effective immediately upon adoption on February 2, 2026, are intended to align project lists with current development patterns.

Key Modifications Include:

• Stormwater:
  • Pringle Creek Basin: Adjusted eligibility percentage for Project PCB58 and added a new project, "Goldcrest Brooke Pipe Reroute."
  • Glenn Gibson Basin: Added a new pipe project between Toucan St NW and Linwood St NW (GGB24) with an estimated cost of $3,215,000.
• Water:
  • Major Facilities: Added a project titled "Increase S-4 Davis Road Pump Station Capacity" with an estimated cost of $450,000.
  • Pipes: Modified quantities under the "G-0 – Feeder" category.
• Wastewater:
  • Pipes: Modified quantities under the "East Chemawa" basin.

These modifications update prior resolutions dating back to 2019 and are incorporated by reference via "Exhibit 1."
