30140 : TRANSPORTATION LAND MANAGEMENT AGENCY/PLANNING: Receive and File the 10-Day Report for Ordinance No. 449.256, an Urgency Interim Ordinance of the County of Riverside Establishing a Temporary Moratorium on New Short Term Rentals within The Unincorporated County Areas of Thousand Palms, and B Bar H Ranch, Pursuant to Government Code section 65858(d). District 4. [$0] (Not a Project under CEQA and/or CEQA Exempt)
The Riverside County Board of Supervisors is reviewing the 10-day report for Urgency Interim Ordinance No. 449.256, which established a temporary moratorium on new Short Term Rentals (STRs) in the unincorporated areas of Thousand Palms and B Bar H Ranch. This moratorium, adopted on March 3, 2026, is set to expire on April 17, 2026. The purpose of the ordinance was to allow the County time to analyze potential impacts such as excessive noise, traffic, parking issues, and refuse accumulation, and to develop mitigation measures. The 10-day report indicates that since the ordinance's adoption, Code Enforcement has increased patrols and monitored online advertisements, but has found no new STR advertisements related to the Coachella festival and received no complaints in the specified areas. Despite the low volume of current complaints, the report states that the underlying issues necessitating the urgency ordinance remain, and further data collection is needed. The Board is recommended to receive and file this report and to direct staff to return on April 14, 2026, with a supplemental report and recommendations based on data gathered during the upcoming high-activity STR period, including the remainder of the Coachella festival season. Existing legally permitted STRs are not impacted by this moratorium.
