Summary

This Liaison's Report provides updates on several Harbor Commission projects and initiatives as of January 12, 2026:

  • Sea Bass Grow Pens: The sea bass have been successfully transported, and a ribbon-cutting ceremony is planned for late January.
  • New Grants:
    • A $1.4 million HUD grant is being processed for improvements to Basin III slips and dock infrastructure, with RFP and environmental review underway.
    • An RFP for the LCP Amendment, funded by a Coastal Commission grant, has been released, with proposals due in late January. This project will update the sea level rise assessment and reorganize the existing LCP.
    • The SAVE grant agreement is fully executed, and a new round of funding has commenced with marina managers.
  • New Public Boat Launch Project: City Council has selected Option E as the preferred location, and staff is applying for a DBW grant (due February 2, 2026). Technical studies for CEQA have begun.
  • Courtesy Dock: Preparations are in progress, with the dock expected to be ready in 1-2 months.
  • Breakwater Repair Project: The Army Corps has selected a contractor. The project is anticipated to start in March (or possibly February) and conclude in June. A stakeholder meeting to discuss project specifics is being scheduled.
