This local law, Int. No. 702, sponsored by Council Members Narcisse and Avilés, requires the Department of Health and Mental Hygiene (DOHMH), in consultation with the Department of Education and the Administration for Children’s Services, to establish protocols for responding to students experiencing mental health crises. These protocols will include guidelines for:
- Immediate response to incidents.
- Procedures for a student's return to school after a mental health crisis.
- Training requirements for school staff and plans for providing this training.
- Protecting the safety and well-being of the entire student body.
The developed protocols and any subsequent updates must be posted on the DOHMH website within six months of the law's effective date, with updates posted within 30 days of being made. The law takes effect immediately.
