This local law requires the Commissioner of Design and Construction, or another agency designated by the Mayor, to conduct a comprehensive study on the causes of delays and high costs in New York City's capital projects compared to other large cities. The study will be conducted in consultation with other relevant agencies.
A report detailing the findings must be submitted to the Mayor and the Speaker of the Council, and posted online, no later than one year after the law takes effect. The report will include:
- Causes of project delays and high costs.
- Specific New York State and local laws, policies, and rules contributing to these issues.
- An assessment of the alignment between capital commitment plans and the city's ability to complete projects.
- An evaluation of contracting procedures for efficiency.
- Identification of best practices in capital project management.
- Recommendations for legislative, policy, and regulatory changes to reduce delays and costs.
- Suggestions for improving local monitoring and data collection for capital projects.
The law takes effect immediately.
