The Los Angeles Housing Department (LAHD) is proposing a redesigned Alliance Time-Limited Subsidy (TLS) Program to assist 2,000 households experiencing homelessness. This program provides up to 24 months of rental assistance and case management.

Key Changes and Funding:

  • Redesigned Program: The program will feature three distinct "Program Tracks" tailored to participant needs: (A) Independent Housing to Increase Income, (B) Long-term Affordable/Subsidized Housing for Fixed Income, and (C) Intensive Case Management for High Acuity.
  • Funding Transfer: Up to $3,519,266 is being transferred from HHAP-4 funds to support the redesigned program.
  • Program Expenses: This funding includes:
    • Up to $2,189,173 to create a pool of rent-reasonable units.
    • Up to $1,010,160 to expedite the lease-up process.
    • Up to $319,933 for LAHSA Administration.
  • Contract Amendments: Amendments are sought for contracts with the Los Angeles Homeless Services Authority (LAHSA) and Housing Operations and Management, Inc. (HOM) to reflect these changes and increased funding, totaling up to $3,199,333 for HOM's services.
  • Lease-Up Milestones: The program aims to lease up at least 600 households by July 1, 2026, 1,500 by January 1, 2027, and 2,000 by April 1, 2027.
  • Participant Prioritization: Eligibility requires being homeless and enrolled in City-funded interim housing. Prioritization is given based on the length of enrollment in interim housing, with those over 12 months being prioritized first.
  • Staffing Concerns: LAHD notes a lack of dedicated staff to oversee the program's implementation, relying heavily on philanthropic support and consultants, and requests five new positions to ensure success.
