  • Layoff Suspension: As of September 19, 2025, layoff calculations were suspended due to approved labor agreements between the Mayor's Office and employee unions. This agreement aims to avert all city worker layoffs through concessions, transfers, and staffing shifts.
  • Current Potential Layoffs: As of November 20, 2025, 245 employees remain in substitute authority positions that were initially slated for elimination. All of these potential layoffs are currently held in abeyance due to the labor agreements.
  • Expedited Transfer Process (ETP): This process facilitates transfers of employees from general-funded positions to proprietary, special-funded, or other vacant general-funded positions. As of November 25, 2025:
    • 448 special-funded vacancies were available.
