The Long Beach Continuum of Care (CoC) Board is reviewing proposed updates to its Governance Charter and Bylaws. These updates, last approved in April 2025, aim to align the charter with HUD requirements (HEARTH Act, 24 CFR 578), clarify roles and responsibilities among CoC entities, formalize the General Membership's delegation of authority to the CoC Board, and solidify the City of Long Beach Homeless Services Bureau's role as the administrative and operational lead, Collaborative Applicant, Unified Funding Agency, and HMIS/CES Lead. Key changes include increasing transparency for General Membership meetings by clarifying frequency and posting notices in advance, defining the role of the Advisory Board with Lived Experience (ABLE) to elevate lived experience input, and clarifying regional HMIS governance. The proposed revisions will undergo a public comment period from April 14 to April 28, with final revisions to be presented for approval at the May CoC Board meeting.
