Minutes 2/3/2026

The Public Safety Committee met on February 3, 2026, to discuss and recommend approval for several items. The committee unanimously approved the minutes from the January 6, 2026 meeting.

Key recommendations include:

• Award of Professional Services Agreement for Ambulance Billing Services for the Fire Department to EMS Management & Consultants (EMSMC), not to exceed $1,000,000.00 for 2026-2028.
• Purchase of Four (4) Horton Ambulances from Foster Coach for $1,571,356.00, budgeted for 2027-2028.
• Purchase of Twelve (12) Bullard QXT Pro Thermal Imagers and twelve Basic Feature Packs from Dinges Fire Company for $91,140.00.
• Purchase and Upfit of One New Vehicle for the Investigations Division Asset Forfeiture Detective, not to exceed $65,000.
• Ordinance Amending Chapter 12, Section 13(g) to impose lift assist fees in accordance with House Bill 2336.
• Resolution Authorizing the Execution of a Memorandum of Understanding between the City of Joliet and the Will County Sheriff’s Office (WSCO).
• Resolution to Accept and Implement a Grant from the Illinois Department of Commerce and Economic Opportunity under Public Act 103-0006.

The committee voted to forward the Award of Contract for Peregrine Technologies without recommendation until a demo could be presented on February 17, 2026.

All motions carried unanimously with Councilman Clement, Councilwoman Ibarra, and Councilwoman Hallums Quillman voting aye.
