Summary
This ordinance appropriates a total of $9,400,000.00 from the Mobility Plan Project-Zone 04 Account to fund two significant transportation infrastructure projects.
1. Dunn Avenue at Braddock Road Signal Improvements:
- $4,400,000.00 is allocated for traffic signalization, including a new signal and turn lanes at the intersection of Dunn Avenue and Braddock Road. This project is justified by existing traffic volumes to reduce severe crashes and delays.
- The City authorizes a payment of $4,200,000.00 to the Florida Department of Transportation (FDOT) for these improvements, covering design, right-of-way acquisition, construction, and inspection engineering. FDOT is expected to begin construction during its fiscal year starting July 1, 2026.
- The ordinance waives Section 655.505 of the Ordinance Code to allow more than 20% of Mobility Zone 4 fees to be allocated to this project, ensuring full funding.
2. Pecan Park Road Widening (I-95 to Main Street):
- $5,000,000.00 is allocated specifically for the Engineering and Design phase of widening Pecan Park Road from two lanes to five lanes between I-95 and Main Street. This project aims to address increased vehicle, pedestrian, and bicycle traffic from new residential and commercial developments, and will also resolve a long-standing drainage issue on the east side of the Pecan Park Road and Main Street intersection.
Both projects are incorporated into the 2026-2030 Five-Year Capital Improvement Program (CIP), which is amended by this ordinance. Oversight for these projects will be provided by the Engineering and Construction Management Division of the Department of Public Works.
Citizen Impact
Residents will experience improved traffic flow and safety at the Dunn Avenue and Braddock Road intersection due to new signalization and turn lanes. The widening of Pecan Park Road will reduce congestion and enhance safety for drivers, pedestrians, and cyclists, while also resolving persistent drainage issues in the area. These projects are funded by mobility fees, not new taxes.
