The City of Denton is considering an ordinance to extend its contract with WSP USA Inc. for program management, construction inspection, and professional engineering services for the Denton Municipal Electric (DME) Capital Improvement Plan (CIP) projects. This extension, under RFQ 6862, will continue until the completion of the active projects, replacing the previous expiration date of November 12, 2025. The original contract, valued at $5,070,304, was initially awarded to Power Engineers, Inc. on May 12, 2020 (Ordinance 20-905) and later assigned to WSP USA Inc. on December 11, 2025. To date, $2,649,518.35 has been billed, leaving a remaining balance of $2,420,785.65 for the ongoing work, with no additional funding required for this extension. WSP USA Inc. is currently managing 14 active projects, including substations and transmission lines, with estimated completion dates ranging from February 2026 to Summer 2028. This extension is a temporary measure as City staff develop a new, comprehensive agreement for future program management services, anticipated within the next four to six months. The Public Utilities Board unanimously recommended approval (6-0). Costs for transmission projects will be recovered through the Public Utility Commission of Texas, Transmission Cost of Service Program (TCOS).
