This roundabout is expected to be built towards the end of the current 10-year transportation bond. The developer will also dedicate 1.5 acres for a trailhead and a trail easement. Concerns were raised about proposed buildings (Building 3 entirely, half of Building 4) being located within the 100-year floodplain, though staff confirmed development is permissible with proper elevation and permits. Public comments highlighted significant cut-through traffic and speeding issues on Hoy Lake Drive, prompting commissioners to urge City Council to prioritize traffic calming measures for that road.
Campus Spa Conditional Use Permit (Case 64-2026):
The Commission also unanimously approved a Conditional Use Permit (CUP) for Campus Spa, LLC, to operate a 640 sq ft spa within Suite 400 at 1205 University Avenue. This expands the 90-year-old Campus Barber Shop into an adjacent vacant unit, providing wellness services. The property is zoned R-MF, but the lower level is dedicated to commercial use.

Public comments supported accessory dwelling units (ADUs) and loosening related regulations. Staff provided updates on upcoming agenda items for February 19th, including another PD rezone, the first short-term rental (STR) application under new vendor services, and a text change to define "data centers" and designate them as conditional uses in IG zoning.
