Rezoning Petition: 2025-114 by The Charlotte-Mecklenburg Hospital Authority

The Charlotte-Mecklenburg Hospital Authority has petitioned to rezone approximately 0.56 acres at 1644 Lombardy Circle from N2-B (Neighborhood 2-B) to OG(CD) (General Office, Conditional). The site is currently vacant and adjacent to the Atrium Health Campus.

Proposed Use: The rezoning would permit the development of a private outdoor recreation facility, specifically a therapy park with walking surfaces, therapeutic structures, and landscaping. No buildings will be permitted on the site. A minimum 25-foot-wide Type B Landscape Yard will be installed along the southern and northern boundaries.

Staff Recommendation: Staff recommends approval, finding the petition consistent with the South Inner Area Plan's recommendation for a Campus Place Type and that it will provide enhanced open space integrated with the Little Sugar Creek Greenway.

Community Meeting: Held on November 20, 2025, with 7 attendees discussing the therapy park, parking, construction traffic, public access, and project timeline.
