The City of Appleton's Information Technology Department is requesting approval to purchase the Centurion Elite emergency response system from Response Technologies through Nielson Communications, Inc. (NCI). This system will enhance public safety at City Hall by transmitting alerts directly to the Appleton Police Department's radios when a duress button is activated. The total not-to-exceed cost is $30,000, which includes a $25,695.14 quote from NCI and a 15% contingency for potential adjustments. This capital improvement was allocated $35,000 in the 2026 City of Appleton budget. The request for sole sourcing is justified by NCI being the authorized Fox Valley partner of Response Technologies, their familiarity with the product from a previous installation at the Appleton Public Library, and the necessary technical integration with the Police Department's radio system. The system is intended to improve real-time police response capabilities.
