Approve 2025-2026 Federal Section 5310 Sub-recipient Contract

This item approves a 2-year sub-recipient contract between the City of Appleton's Valley Transit and Lutheran Social Services of WI and Upper MI, Inc. (LSS). The contract, effective from January 1, 2026, through December 31, 2027, will fund LSS's "Make the Ride Happen" and Volunteer Driver projects through the federal Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program.

Funding Breakdown:

• Mobility Management: Total project cost of $161,608.14, with $64,643.00 from federal funds and $16,161.07 as local match for each year (2026 and 2027).
• Operating Assistance: Total project cost of $171,987.20, with $42,996.00 from federal funds and $42,997.00 as local match for each year (2026 and 2027).
• Total Federal Request: $259,284 over two years.
• Total Local Match: $64,644.14 over two years.

Project Goals: The funding will enhance transportation access for adults with disabilities and older adults in the Appleton area by supporting mobility management initiatives, coordinating services, expanding the volunteer driver program, and operating a traveler call center. LSS aims to increase community participation, independence, and access to essential services for these populations.
