Summary
This item seeks approval for the NM4 Crossing & Multi-Use Trail Improvement Project and the Pinon School Trail, a comprehensive initiative to enhance pedestrian and bicycle safety and connectivity in Los Alamos County.
Project Components:
- HAWK Signal Installation: A High-Intensity Activated Crosswalk (HAWK) Signal will be installed on NM4, approximately 550 feet west of La Vista Drive. This mid-block location was chosen over the NM4/La Vista Dr intersection due to significantly fewer conflict points, shorter pedestrian exposure (6 seconds vs. 19 seconds), and the inclusion of a median refuge, making it a safer option.
- NM4 Trail & Lane Reduction: The project includes the reconstruction of a multi-use trail along eastbound NM4 and a reduction of westbound NM4 from two lanes to one. This lane reduction accommodates the new multi-use trail within the existing roadway, reducing construction costs (estimated 5 times less than an alternative trail alignment) and helping to moderate speeds to the new 35 MPH limit.
- Pinon School Trail: An easement was secured from Los Alamos Public Schools in May 2025 for the 0.504-acre Pinon School Trail, which will connect Pinon Park to Grand Canyon Drive. The project also involves the reconstruction and expansion of existing trails through Pinon Park.
Financial Details:
The total project funding is $3,450,000. This includes $2,750,000 for the HAWK signal and NM4 crossing project ($2,349,600 federal funds, $400,400 local match) and an additional $700,000 in federal funds specifically for the Pinon School Trail construction.
Timeline & Approvals:
The Los Alamos County Transportation Board recommended approval of the project on February 6, 2025, with a 5-1 vote. Construction is anticipated to begin in June 2026 and be completed by Spring/Summer 2027.
